I.1 Approve 2021 City Focus Goals and Ongoing Priorities <br /> <br />The Council held a workshop on January 18, 2021 to set goals and ongoing priorities for 2021. <br />Staff has compiled the list and will review with Council. Staff recommends Council approve the <br />2021 City Focus Goals and Ongoing Priorities. <br /> <br />I.2 Approve Lions Park Pavilion and Park Design and Authorize Construction Documents <br /> <br />At the City Council meeting of October 5, 2020, proposals from WSB and Associates and HCM <br />Architects were approved to develop the design of Lions Park to 50%. A community workshop <br />was held on October 12, 2020. At the City Council meeting of October 19, 2020, three <br />stakeholder committees were formed to design the playground, pavilion, and overall park <br />site. These committees included residents, a Council representative, and Commission <br />representatives. The committees each met at least 3 times and developed designs for Lions <br />Park. Candace Amberg with WSB and Associates will present the overall site plan and <br />playground design. Matt Lysne and Liz Gutzman with HCM Architects will present the design <br />for the pavilion. Cost estimates will also be presented. At the meeting of January 20, 2020 the <br />Parks Commission recommended review and approval of the Lions Park pavilion and park <br />designs. Proposals have been received from WSB and HCM to draft construction documents <br />and construction administration. The Parks Commission recommends authorization to draft <br />construction documents. <br /> <br />I.3 Approve Feasibility and Set Public Hearing for the 2021 Downtown Improvement <br />Project <br /> <br />The 2021 Downtown Improvements consists of the extension of 147th Street from Finale <br />Avenue to Oneka Parkway, turn lanes on Oneka Parkway, reconstruction of 147th Street from <br />just west of TH 61 to Finale Avenue, Flay Avenue north of 147th Street, Upper 146th Street, <br />146th Street, Finley Avenue, and Fitzgerald Avenue. Staff has completed the feasibility study <br />which has been included in your council packets. Total project costs are estimated to be <br />$3,656,800 with funding coming from the Street Improvement Fund, State Aid, Sewer and Water <br />Funds. Staff is recommending Council receive the feasibility report and set the Public Hearing <br />for March 1, 2021. <br /> <br />I.4 CSAH 8 Water Reuse Update and Authorize Final Design <br /> <br />The City of Hugo is a leader in the State of Minnesota for water stewardship and <br />conservation. The City follows a “reduce, reuse, and replenish” philosophy, which includes <br />implementing irrigation and infiltration systems that reduce runoff, improve water quality, and <br />replenish groundwater. The CSAH 8 Stormwater Reuse System will reconnect irrigation systems, <br />serving 22 acres along CSAH 8, Lions Park, Keystone Place, Hugo Gardens, Lions Park, and City <br />Hall, resulting in improved surface water quality through phosphorus reduction, decreased <br />groundwater demand, and volume reduction. The CSAH 8 reuse system will pump water from the <br />stormwater pond located in the NE quadrant of CSAH 8 and Oneka Parkway to the existing and <br />future irrigation systems, conserving an estimated 14 million gallons of water annually. The <br />project cost is estimated to be approximately $729,000. The City has received funding totaling <br />$542,400 to date, with an additional $76,000 grant still pending. Staff recommends City Council <br />authorize the preparation of plans and specifications for the CSAH 8 Water Reuse Project.
