<br /> <br /> February 24, 2021 Honorable Mayor and City Council City of Hugo 14669 Fitzgerald Avenue North Hugo, MN 55038 Re: 2021 Downtown Improvement Project – 147th Street Local Roads Improvement Program Solicitation City of Hugo, MN WSB Project No. 015887-000 Dear Mayor and Council, The Local Roads Improvement Program (LRIP) was established by the Minnesota Legislature in 2002. The legislature recently provided $75,000,000 for LRIP for county, state aid cities, non-state aid cities, and townships. There are three main areas where funds are granted, one of which is Routes of Regional Significance where funds can be used for constructing or reconstructing city streets, county highways, or town roads with statewide or regional significance. Staff believes that the reconstruction and extension of 147th Street is good candidate project to apply for these LRIP funds. Our application is seeking the maximum request value of $1,250,000. It should be noted that the LRIP provides funds for capital construction costs only. Staff has requested and received a letter of support from Washington County for our Local Road Improvement Program Application for 147th Street. The grant application is due on March 3, 2021, with the announcement of award of funds occurring in May of 2021. Award of our 20121 Downtown Improvement Project contract cannot occur until after the selection process has occurred. Staff recommends approval of the resolution authorizing submission of Local Road Improvement Program Grant Application for 147th Street Reconstruction and Extension to Oneka Parkway as part of the 2021 Downtown Improvement Project.
