Streets & Access

The property is located along 121st Street North, which is a gravel roadway. The existing house
located on Lot 10 is proposed to continue to have its driveway connection to Everton Avenue
North, as well as the the proposed house to be located on Lot 8. Lot 9 is proposed to have a
connection to 121st Street North. Lots 1-7 will be located on the new public street and shall be an
urban-section paved roadway with curb and gutter, with access to 121st Street.

121st Street North is currently a rural-section roadway with a gravel surface. Staff recommends
that the entire length of the street, from Everton Avenue to Falcon Avenue, be paved. A rural-
section paved roadway should be sufficient in this case.

Grading/Drainage

Wetlands: The site contains 1.48 acres of wetlands. The applicant is not proposing to impact the
wetlands. A wetland delineation has been approved by the Technical Evaluation Panel (TEP).

Site Grading/Low Floor Elevations: The development contains a 1.48 acre wetland in the middle
of the site. The applicant will need to verify the 100-year high water level of the wetland. Currently
the proposed building elevations are required to be at three feet above the 100-year high water
level. The low floor elevation is required to be four feet above the floodplain elevation and three
feet above any known groundwater. Staff will continue to work with the applicant on this, if the
development moves forward.

Ground Water Impacts: The groundwater within the site is likely relatively high which may
require additional analysis before finalizing the grading plan and low floor elevations. Soil boring
will be required to determine the ground water elevation.

Storm Water Management: The developer is proposing to have a stormwater management plan
through the construction of ponds within the site. The property and area surrounding the property
has some drainage issues. The stormwater management on the site should be evaluated to help
solve the drainage issues. This might mean the relocation of the proposed stormwater pond as
shown on site. Staff will be working with the developer, as this projects moves forward, as it relates
to drainage and stormwater management.

Staff recommends that the applicant evaluate the potential of using stormwater, for irrigation
purposes, within the development. If the system is feasible, from a water availability and design
standpoint, it will require additional review and analysis as the project moves forward.

Park Dedication

The property is served by Oak Shore Park and Bald Eagle-Otter Lake Regional Park. The
applicant will be required to pay park dedication fee of $2,400 per new unit which totals
$16,800. There are 3 existing lots, so 7 of the lots are considered in the total. At its February 17,
