The Meadows at Hugo – Preliminary Plat, PUD, and Comp Plan Amendment <br />Page 6 <br />Shoreland <br /> <br />The property is in the Shoreland Overlay District as it falls 300 feet within Judicial Ditch (JD) 3. <br />The development is required to meet the DNR Shoreland Overlay District requirements for <br />planned unit developments. In order to meet the DNR requirements for PUDs within the <br />Shoreland Overlay District, the applicant is proposing 25 single family lots along JD3 and <br />maintaining 50% open space from the lots to the ditch. The applicant is required to show proof of <br />approval from the DNR. <br /> <br />Development Phasing <br /> <br />The applicant is proposing to construct the development in two phases. The phasing plan that the <br />applicant provided shows the phasing generally starting from the west to east. The first phase <br />would be constructed in 2021 and include the platting of 48 lots. The second phase will include <br />the remaining 39 lots with construction planned in 2023. The property is proposed to be mass <br />graded to accommodate wetland mitigation and stormwater management. <br /> <br />Landscaping/ Signage <br /> <br />The applicant has provided a full landscape plan. According to Section 90-181 Landscaping, <br />each home site shall have two deciduous shade trees maintained in the front yard. The applicant <br />is also proposing to have two trees per lot, however, one tree in the front yard and one tree <br />elsewhere on the lot. In addition to trees on each lot, the applicant is proposing trees along the <br />public streets. <br /> <br />The applicant is proposing to install approximately 228 trees throughout the development. Staff <br />recommends the applicant ensure that the boulevard trees are located outside of the right of way. <br />Staff is comfortable with the landscaping of the development. <br /> <br />The applicant is not proposing any signage at this time. <br /> <br />Lighting <br /> <br />The applicant is proposing typical street lighting within the development that meets the <br />ordinance standard. The exact locations and design of the street lights will be evaluated with <br />each final plat application. Staff recommends the street lights be a decorative, lantern style. <br /> <br />Streets/Access <br /> <br />The applicant is proposing access into the development from the southwest portion of the <br />property. This requires an extension of Farnham Avenue North through City-owned property. <br />During the sketch plan review process, the Planning Commission and City Council was <br />comfortable with allowing access through the City-owned property provided that the public <br />street was constructed at the developer’s expense. This will also allow access to the passive park <br />that was dedicated with the Oneka Place development. <br />
