RESOLUTION 2021-14 <br />A RESOLUTION AUTHORIZING SUBMISSION OF LOCAL ROAD <br />IMPROVEMENT PROGRAM (LRIP) GRANT APPLICATION FOR 147th <br />STREET RECONSTRUCTION AND EXTENSION TO ONEKA PARKWAY AS <br />PART OF THE 2021 DOWNTOWN IMPROVEMENT PROJECT <br />WHEREAS, the project consists of reconstructing approximately 1,300 feet of Municipal <br />State Aid Street (MSAS) 104/147th Street— from US 61/Forest Boulevard to <br />approximately 160 feet west of Finale Avenue— and extending the current western limit <br />of 147th Street to connect to Oneka Parkway, and; <br />WHEREAS, MSAS 104/147th Street is an east -west local roadway that provides access to <br />Lions Park, a community park that is currently in the process of expansion to include new <br />recreational facilities and space, Saint John Baptist Cemetery, and residences, and; <br />WHEREAS, MSAS 104/147th Street has an average daily traffic (ADT) of 400 and <br />attracts high volume of pedestrian and bicycle traffic due to the access it provides to <br />Lions Park and Harwood Creek Trail — a continuous north -south trail that runs through <br />Washington and Chisago County, and; <br />WHEREAS, the proposed project would improve pavement conditions on existing <br />MSAS 147h Street, provide continuous trail connectivity to the Hardwood Creek <br />Regional Trail as well as trails on Oneka Parkway and CSAH 8, and accommodate future <br />traffic volumes, and; <br />WHEREAS, the roadway reconstruction project is consistent with the City of Hugo 2040 <br />Comprehensive Plan where 1476 street is identified as a future major collector road and <br />would support existing and planned developments in the area, and; <br />WHEREAS, the Local Road Improvement Program (LRIP), administered by the <br />Minnesota Department of Transportation (MnDOT), has made available $75,000,000 in <br />total funds, with a maximum award amount of $1,250,000, to fund capital construction <br />costs for projects that meet the program criteria, and; <br />WHEREAS, MSAS 104/147th Street serves connections to regional and community <br />destinations and facilities, will serve as a future reliever route to CSAH 8, and connects <br />to US 61, and is therefore a Route of Regional Significance, and; <br />WHEREAS, the proposed roadway improvement project meets the requirements of <br />LRIP, therefore eligible to receive LRIP grant funding, and; <br />WHEREAS, the City of Hugo has the ability to cover costs associated with the roadway <br />improvement project not covered by the grant award, and; <br />
