<br />RESOLUTION NO. 7
<br />A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND
<br />SETTING THE PUBLIC HEARING FOR THE
<br />2021 DOWNTOWN IMPROVEMENT PROJECT
<br />WHEREAS, pursuant to resolution of the Council adopted July 20, 2020, a report was prepared by
<br />WSB, with reference to the improvement of 147t' Street from just west of TH 61 to Finale Avenue,
<br />147th Street from Finale Avenue to Oneka Parkway (new construction), Flay Avenue north of 147'
<br />Street to its existing termination point, Upper 146th Street from Finale Avenue to Fitzgerald Avenue,
<br />146th Street from Finale Avenue to Fitzgerald Avenue, Finley Avenue from Upper 146th Street to
<br />145th Street, Fitzgerald Avenue from 147th Street to 146th Street, and Oneka Parkway at 147th Street
<br />(intersection and turn lanes); and
<br />WHEREAS, it is proposed to construct the new section of 147th Street and reconstruct the existing
<br />roadways, adding concrete curb and gutter, drainage/storm sewer improvements, minor subgrade
<br />corrections, bituminous paving, trail addition along 147th Street, and to assess benefited properties for
<br />all or a portion of the improvement, pursuant to Minnesota Statutes, Chapter 429.
<br />WHEREAS, the City Council has been advised by the City Engineer that said street improvements
<br />are feasible, and should best be made as proposed, and the City Engineer's report to this effect has
<br />heretofore been received by Council, and filed with the City Clerk on January 27th, 2021; and
<br />WHEREAS, the City Council deemed it necessary and expedient that the City of Hugo, Minnesota,
<br />construct certain improvements, to -wit: 2021 Downtown Improvement Project, in the City as
<br />described in and in accordance with the feasibility report prepared by the City Engineer; and
<br />WHEREAS, the statute provided that no such improvements shall be made until the Council has
<br />held a public hearing on such improvements following mailed notice and two publications thereof in
<br />the official newspaper stating time and place of the hearing, the general nature of the improvement,
<br />the estimated costs thereof, and the area proposed to be assessed, in accordance with the law; and
<br />NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hugo that the public
<br />hearing be scheduled to consider 2021 Downtown Improvement Project, to be held on Monday,
<br />March 1, 2021, at 7:00 o'clock p.m. or as soon thereafter as possible. Due to the COVID-19
<br />pandemic, pursuant to Minnesota Statutes § 13D.021, meetings of the Council are being held
<br />remotely using ZOOM. Members of the public interested in attending the hearing and/or
<br />presenting comments are asked to attend via Zoom or contact the City Clerk to make
<br />arrangements to attend in person.

<br />Whereupon said resolution was declared passed and adopted this 1st day of Feb '_ry 2021.
