Box 188 • Scandia, MN 55073 • Tel 651.433.2150 <br /> <br />Hugo City Council <br />Hugo City Hall <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br /> <br />November 9, 2020 <br /> <br />Dear Mayor Weidt and City Council members: <br /> <br />The Carnelian Marine St. Croix Watershed District (CMSCWD) requests City of Hugo <br />consider passing the enclosed Resolution enabling the District to reduce the number of <br />Board Mangers from 7 to 5. <br /> <br />The CMSCWD is the only watershed district in Washington County that has seven <br />managers, the other five watershed districts each have five managers. The District and <br />our member communities have actively sought qualified candidates to apply to become a <br />CMSCWD Board Manager to fill the vacancies for nearly two years. The lack of willing <br />applicants has created substantial challenges to complete the routine business of the <br />District, including the ability to meet the quorum requirements to hold regular District <br />meetings. <br /> <br />To enact this change, Washington County must petition the Board of Water and Soil <br />Resources. Before submitting the petition, Washington County requested that the District <br />explain the request and circumstances to the communities within the District, and that <br />those communities demonstrate agreement with the reduction of managers. <br /> <br />The CMSCWD Board of Managers requests the City of Hugo to pass the enclosed <br />Resolution by December 15, 2020 and return it to the District’s office at PO Box 188, <br />Scandia MN 55073.
