K.1 Approve Purchase Agreement for City Owned Property <br /> <br />At its September and November meetings the EDA was presented with a concept for the City <br />owned property across from City Hall by Denny Trooien of Dennis Properties LLC. Mr. <br />Trooien would like to develop the City owned property along Egg Lake with uses such as a <br />restaurant, retail, and office and asked the EDA to enter into a purchase agreement for the City <br />owned property. The EDA agreed that the concept generally met the development criteria the <br />City has for the property and directed staff to negotiate a purchase agreement with Mr. Trooien <br />for City Council approval. Staff has been working with the City Attorney and BakerTilly, City <br />Financial Advisors on the purchase agreement. Staff recommends the City Council approve the <br />draft purchase agreement subject to the City Attorney and City Financial Advisers review and <br />approval. <br /> <br />M.1 Yellow Ribbon Network Update <br /> <br />Council Member Chuck Haas and Council Member Phil Klein will report to Council on the <br />Yellow Ribbon Network activities held recently. <br /> <br />N.1 Approve Closing Hugo City Hall on Thursday, December 24, 2020 <br /> <br />Hugo’s Personnel Policy allows each employee to take off one day of their choosing annually as <br />a personal holiday. City Hall staff employees are requesting to take their day on Christmas Eve <br />and requests Council approve the closing of City Hall. Public Works would remain open and <br />those employees will take a day of their choice. Staff recommends Council approve closing City <br />Hall on Thursday, December 24, 2020. <br /> <br />O.
