FA <br />Grading/Drainage <br />Wetlands: The site contains 1.48 acres of wetlands. The applicant is not proposing to impact the <br />wetlands. A wetland delineation has been approved by the Technical Evaluation Panel (TEP). <br />Site Grading/Low Floor Elevations: The development contains a 1.48 acre wetland in the middle <br />of the site. The applicant will need to verify the 100-year high water level of the wetland. Currently <br />the proposed building elevations are required to be at three feet above the 100-year high water <br />level. The low floor elevation is required to be four feet above the floodplain elevation and three <br />feet above any known groundwater. Staff will continue to work with the applicant on this, if the <br />development moves forward. <br />Ground Water Impacts: The groundwater within the site is likely relatively high which may <br />require additional analysis before finalizing the grading plan and low floor elevations. Soil boring <br />will be required to determine the ground water elevation. <br />Storm Water Management:_ The developer is proposing to have a stormwater management plan <br />through the construction of ponds within the site. The property and area surrounding the property <br />has some drainage issues. The stormwater management on the site should be evaluated to help <br />solve the drainage issues. This might mean the relocation of the proposed stormwater pond as <br />shown on site. Staff will be working with the developer, as this projects moves forward, as it relates <br />to drainage and stormwater management. <br />Staff recommends that the applicant evaluate the potential of using stormwater, for irrigation <br />purposes, within the development. If the system is feasible, from a water availability and design <br />standpoint, it will require additional review and analysis as the project moves forward. <br />Park Dedication <br />The property is served by Oak Shore Park and Bald Eagle -Otter Lake Regional Park. The <br />applicant will be required to pay park dedication fee of $2,400 per new unit which totals <br />$16,800. There are 3 existing lots, so 7 of the lots are considered in the total. <br />3. CONCLUSION/ RECOMMENDATIONS: <br />Staff recommends that the Commission provide feedback on the sketch plan to the applicant on <br />the following: <br />1. General Layout <br />2. Proposed Variance Request for Lots 8 and 9 <br />3. Road Construction <br />Staff is recommending an informational meeting be held with the neighborhood to discuss <br />what a public improvement project would look like and to gage interest from adjacent <br />properties. <br />
