Ms. Rachel Juba
February 5, 2021
Page 2
stormwater discharge location would be at the northwest corner to the existing ditch that runs
west to an area drain near the intersection of Everest Ave N and 122"d St N.
a. Recommend placing stormwater BMP in the northwest corner of the site at the lowest
part of the site and near the desired discharge location rather than the high point of
the site as shown.
8. Site will be required to provide a water quality treatment volume of 1.1 inches x total area of
new or reconstructed impervious.
a. If volume reduction practices (infiltration/water reuse) can be used on site, these will
be required.
b. If volume reduction practices are not feasible, any other BMP type may be used but
the TP Factor listed in RCWD Table C1 must be applied to calculate the total water
quality treatment volume required.
c. Area not treated for phosphorus may not exceed 15% of all new or reconstructed
impervious surface. For all untreated surface, TSS must be removed to the maximum
extent practicable
9. Peak stormwater runoff rates for the 100-year 24-hour rainfall event is limited to 0.1 cfs/acre.
a. Peak stormwater runoff rates for the proposed project must not exceed existing rates
for the 2-year and 10-year 24-hour rainfall events using Atlas 14 rainfall depths.
10. The lowest building opening must be 3' above the 100-year HWL and 1' above the EOF of an
adjacent BMP.
11. Storm sewer should be designed for a 10-year rainfall event.
12. Applicant will be required to demonstrate compliance with wetland bounce/inundation
allowances outlined in RCWD Rule C.8 for the onsite wetland.
13. Site is outside of the 100-year floodplain — no floodplain requirements.
14. Applicant will be required to show compliance with all other RCWD and City of Hugo rules.
15. A wetland delineation on the parcel has been approved. The roadway and lot configuration
appear to avoid potential wetland impacts.
Thank you for the opportunity to provide comments on this project.
