RESOLUTION NO.2021-12 A RESOLUTION ORDERING THE PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2021 DOWNTOWN IMPROVEMENT PROJECT WHEREAS, pursuant to resolution of the Council adopted July 20, 2020, a report was prepared by WSB, with reference to the improvement of 147th Street from just west of TH 61 to Finale Avenue, 147th Street from Finale Avenue to Oneka Parkway (new construction), Flay Avenue north of 147th Street to its existing termination point, Upper 146th Street from Finale Avenue to Fitzgerald Avenue, 1461h Street from Finale Avenue to Fitzgerald Avenue, Finley Avenue from Upper 1461h Street to 145th Street, Fitzgerald Avenue from 147th Street to 146th Street, and Oneka Parkway at 147th Street (intersection and turn lanes); and WHEREAS, it is proposed to construct the new section of 147th Street and reconstruct the existing roadways, adding concrete curb and gutter, drainage/storm sewer improvements, minor subgrade corrections, bituminous paving, trail addition along 147th Street, and intersection and turn lane improvements to Oneka Parkway at 147th Street; and WHEREAS, the City intends to assess benefited properties for all or a portion of the aforementioned improvements, pursuant to Minnesota Statutes, Chapter 429, and WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer on February 1, 2021, for the 2021 Downtown Improvements; and WHEREAS, a resolution of the City Council adopted on the February 1, 2021, fixed a date for the Council public hearing on the proposed improvements; and WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was given and the hearing was held thereon on the March 1, 2021, at which time all persons desiring to be heard were given an opportunity to be heard thereon. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for the 2021 Downtown Improvements. 2. Such improvement is hereby ordered as proposed in this Council resolution adopted March 1, 2021. 3. The improvements described in the notice of public hearing and the feasibility report are hereby designated and shall be known as the 2021 Downtown Improvement Project. 4. The City Council shall authorize WSB to prepare plans and specifications of said improvements. 5. The City Council shall let the contract for all or part of the work for said improvements or order all or part of the work done by day labor or otherwise as authorized by Minnesota Statutes, Section 429.041, Subdivision 2 within one year of the date of this Resolution ordering said improvements.
