RESOLUTION NO.2021-12 <br />A RESOLUTION ORDERING THE PROJECT AND <br />AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE <br />2021 DOWNTOWN IMPROVEMENT PROJECT <br />WHEREAS, pursuant to resolution of the Council adopted July 20, 2020, a report was prepared by <br />WSB, with reference to the improvement of 147th Street from just west of TH 61 to Finale Avenue, 147th <br />Street from Finale Avenue to Oneka Parkway (new construction), Flay Avenue north of 147th Street to <br />its existing termination point, Upper 146th Street from Finale Avenue to Fitzgerald Avenue, 1461h Street <br />from Finale Avenue to Fitzgerald Avenue, Finley Avenue from Upper 1461h Street to 145th Street, <br />Fitzgerald Avenue from 147th Street to 146th Street, and Oneka Parkway at 147th Street (intersection and <br />turn lanes); and <br />WHEREAS, it is proposed to construct the new section of 147th Street and reconstruct the existing <br />roadways, adding concrete curb and gutter, drainage/storm sewer improvements, minor subgrade <br />corrections, bituminous paving, trail addition along 147th Street, and intersection and turn lane <br />improvements to Oneka Parkway at 147th Street; and <br />WHEREAS, the City intends to assess benefited properties for all or a portion of the aforementioned <br />improvements, pursuant to Minnesota Statutes, Chapter 429, and <br />WHEREAS, the City Council has received and accepted the feasibility report prepared by the City <br />Engineer on February 1, 2021, for the 2021 Downtown Improvements; and <br />WHEREAS, a resolution of the City Council adopted on the February 1, 2021, fixed a date for the <br />Council public hearing on the proposed improvements; and <br />WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing <br />was given and the hearing was held thereon on the March 1, 2021, at which time all persons desiring to <br />be heard were given an opportunity to be heard thereon. <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br />Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report <br />for the 2021 Downtown Improvements. <br />2. Such improvement is hereby ordered as proposed in this Council resolution adopted March 1, <br />2021. <br />3. The improvements described in the notice of public hearing and the feasibility report are hereby <br />designated and shall be known as the 2021 Downtown Improvement Project. <br />4. The City Council shall authorize WSB to prepare plans and specifications of said improvements. <br />5. The City Council shall let the contract for all or part of the work for said improvements or order <br />all or part of the work done by day labor or otherwise as authorized by Minnesota Statutes, <br />Section 429.041, Subdivision 2 within one year of the date of this Resolution ordering said <br />improvements. <br />
