Resolution 2021-15 <br />Page 2 <br />8. Prior to the release of the final plat for recording, the developer shall comply with the <br />following conditions. <br />a. The Final Plat shall be revised to include drainage and utility easements <br />over all outlots. <br />b. An HOA shall be established to own/operate/maintain the following: <br />i. landscaping within the outlots, <br />ii. landscaping along Oneka Parkway within the right-of-way, <br />iii. landscaping on proposed residential lots, <br />iv. all retaining walls, <br />v. and the water re -use system. <br />The HOA documents/covenants shall be reviewed and approved by staff. <br />c. The storm water re -use system shall be reviewed and approved by staff <br />The storm water reuse system operation, encroachment, and maintenance <br />agreement shall be reviewed and approved by City staff. <br />d. The development shall comply with the Fire Chief s requirements <br />regarding fire flow calculations, the location of fire hydrants, fire <br />department connections, and fire lane signage. <br />e. The developer shall obtain all necessary stormwater management and <br />WCA permits from the City. <br />f, The developer shall obtain all necessary local, state, and federal permits. <br />g. The developer shall enter into a development agreement, shall agree to <br />complete all improvements, and pay all fees as required by the agreement. <br />9. Prior to the issuance of building permits, the developer shall comply with the <br />following conditions. <br />a. The applicant shall record the final plat, development agreement and all <br />other documentation at Washington County and provide the City with <br />proof of recording. <br />b. The applicant shall submit three full sets of approved final plans to the <br />City. <br />c. If a sales trailer is located in the property, a site plan and building <br />elevations shall be submitted for City review and approval. <br />
