Hugo City Council Meeting Minutes for March 15, 2021 <br />Page 4 of 5 <br /> <br />Klein made motion, Petryk seconded, to approve the notice to vacate the drainage and utility <br />easement located over Outlot A, Oneka Place 4th Addition. <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Approve Final Plat and Development Agreement for Oneka Place 5th Addition <br /> <br />CPDC – Pratt-Oakwood, LLP had requested approval of a final plat and development agreement <br />to plat 14 residential lots from the Oneka Place preliminary plat, which included a total of 177 <br />residential lots. Community Development Director Rachel Juba explained the final plat would <br />be known as Oneka Place 5th Addition, and she showed where the property was generally located <br />north of Ethan Trail North and west of Oneka Parkway. <br /> <br />Klein made motion, Haas seconded, to approve RESOLUTION 2021-15 APPROVING FINAL <br />PLAT AND DEVELOPMENT AGREEMENT FOR CPDC – PRATT – OAKWOOD, LLP, ON <br />PROPERTY LOCATED WEST OF ONEKA PARKWAY AND NORTH OF ETHAN TRAIL <br />NORTH FOR ONEKA PLACE 5th ADDITION. <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Public Hearing on Vacation of Drainage and Utility Easement – Adelaide Landing <br /> <br />The Excelsior Group had requested a vacation of the existing drainage and utility easement <br />located over Outlot F, Adelaide Landing and Outlot C, Adelaide Landing 5th Addition. <br />Community Development Director Rachel Juba explained the outlots would be used for the <br />development of Adelaide Landing 6th Addition and other future phases. New drainage and utility <br />easement would be placed on the lots at the time the final plat was recorded. Juba recommended <br />Council open the public hearing and approve the vacation of the easement. <br /> <br />Mayor Weidt opened the public hearing. <br /> <br />Kevin Peltier, 13094 Goodview Avenue North, had questions on how the drainage near his <br />property was going to change with the final plat. He asked how much water would be going into <br />the pond and what happened to the water that didn’t go into the pond. <br /> <br />City Engineer Mark Erichson replied saying he had a number of conversations with Peltier over <br />the past few years and knew of his concerns. He stated the drainage in the final plat was <br />consistent with the preliminary plat. The majority of the water would drain to the west and <br />northwest, with a small portion draining to the south. He said the drainage met all requirements. <br /> <br />Peltier asked how many units on the east side of the street would flow to the south. <br /> <br />Erichson explained there were eight parcels along peltier’s property line. Five were directed to <br />the north and west. Three would collect and flow to the south. Also, a little over 100 feet of the <br />street would drain south, but the majority was directed to the north. <br /> <br />Peltier stated he just wanted to make sure there was not going to be more water going onto his <br />property. <br />
