Hugo has been on the lower end of contributing communities within their service area. Since <br />Hugo may be the only community served by more than one organization, our situation should be <br />understandable. In any event, it is time to evaluate the city’s commitment to these programs and <br />determine the proper contribution level to both NYFS and LC4YF <br /> <br />In addition to the funding level, it is important to remember that Hugo’s initial purpose for <br />contributing to these organizations was to support youth diversion programming. As time has <br />progressed, the importance of mental health services has also come to the forefront. <br /> <br /> <br />RECOMMENDATIONS: <br /> <br />Staff recommends council listen to a presentation from NYFS President/CEO Tara Jebens-Singh <br />and discuss: <br /> on-going support for youth diversion <br /> the growing need for mental health services <br /> an appropriate spending amount for such services. <br /> whether it wishes to nominate a City representative to the Board of Directors. <br /> <br />If Council is comfortable with the level of services and contributions, then staff recommends <br />approval of the attached contract subject to needed minor revisions. <br /> <br />Staff has not initiated similar discussions yet with LC4YF. With Council direction, it might be <br />appropriate to determine how the City should best partner with each organization. <br /> <br />
