White Bear Lake School District Elementary School <br />Page 6 <br /> <br />The short stub street extended from 157th Way N was originally intended to provide one of two <br />access points to the property; however this will no longer be the case with the proposed school. <br />Since this access point will not be used to access the site, the stub street will need to be removed <br />and restored with turf and the proposed trail extend up to 157th Way with some curb <br />improvements. The City may vacate the right of way in this location, while maintaining public <br />drainage and utility easements for the sewer and watermain lines and a trail easement in this <br />location. <br /> <br />Landscaping <br /> <br />The landscape plan exceeds the ordinance requirements. The landscape plan indicates that the <br />site will be well landscaped. Multiple varieties of trees and shrubs are provided around the <br />building and on the property. Staff recommends that the landscape plan be revised to include <br />additional landscaping around the parking areas and driveways, as required by ordinance. Staff <br />will continue to work with the applicant on a revised landscape plan to be reviewed and approved <br />by staff. <br /> <br />Building Materials <br /> <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. <br />These guidelines require four sided architecture and high quality building materials. The <br />applicant has proposed a nicely designed building for an elementary school and gymnasium. <br />Significant architectural detail is provided and quality materials consisting primarily of brick, <br />concrete panels, and glass are being used. There is a small amount of architectural metal used on <br />the building. The building design has vertical and horizontal projections with four-sided <br />architecture. <br /> <br />The applicant has submitted a material sample board. Staff approval of a material sample board <br />is required prior to issuance of a building material to ensure materials and colors will be cohesive <br />throughout the building. <br /> <br />Drainage/Grading <br /> <br />Aside from some technical items outlined by the City Engineer, drainage for the site complies <br />with the City’s stormwater management plan, and coordinates well with surrounding <br />development. New stormwater ponds are proposed for the site west of the school. <br /> <br />Utilities <br /> <br />Municipal sewer and water are available to the subject property. <br /> <br /> <br /> <br />
