Hugo City Council Meeting Minutes for April 5, 2021 <br />Page 10 of 12 <br /> <br />Klein asked how Hugo compared to the other community’s in the amount of support requested. <br />Tara explained how it varied between communities, and Hugo was similar to St. Anthony in that <br />both were split between two service providers. She encouraged Hugo’s continued support for <br />the Forest Lake provider. She said dollar amounts were based on population, and in 2020, <br />amounts ranged from $1,591 from Birchwood (population 876) to $60,777 from Roseville <br />(population 36,000). She said when she started, she realized the amounts had not been adjusted <br />over the years and they basically set it at $2 per capita. She talked about the makeup of the <br />board, which included community leaders. <br /> <br />Weidt made motion, Miron seconded, to ask staff to analyze this and come back to council with <br />a recommendation. <br /> <br />Miron asked staff to see if Lakes Center for Youth and Families in Forest Lake would like to <br />give a presentation to determine what services they have provided. <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Tara provided an open invitation for Hugo to have representation on one of the boards. <br /> <br />Discussion on Short Term Rental Ordinance <br /> <br />Community Development Director Rachel Juba talk about a complaint the City received on a <br />short term rental facility that was advertised on the website Vacation Rentals by Owner (VRBO). <br />The Washington County Sheriff’s Department had also received numerous complaints on the <br />property. The complaints related to noise, parties, and the transient nature of the short term <br />rentals. After reviewing the City Code, it was in staff’s opinion that short term rentals were not <br />allowed in the City. The City Code does not specifically define or address short term rentals. The <br />owner of the short term rental had made a request to the City Council to evaluate allowing short <br />term rental facilities in the City. She talked about other communities that have performance <br />standards for short and long term rentals, and she recommended Council forward this to the <br />Ordinance Review Committee. <br /> <br />Miron made motion, Petryk seconded, to forward the request to the Ordinance Review <br />Committee (ORC) for their review and recommendation to the City Council on what to do with <br />short term rental facilities in the City. <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Update on Yellow Ribbon Network <br /> <br />Council Members Chuck Haas updated the Council on the activities of the Yellow Ribbon <br />Network to date. Haas shared photos of soldiers receiving pheasants from the last Pheasant Hunt <br />at Wild Wings and a photo of soldiers at the remote Burger Night site in Guantanamo Bay. <br />Haas announced Burger Night at the Hugo American Legion will start again on April 27 th and <br />will be sponsored by the White Bear Lake Area Chamber of Commerce. He presented <br />information on the annual report from the YRN Treasurer showing how over $100,000 in funds
