Project Description: <br />The City of Hugo is planning their 2021 Downtown Improvements Project. This project consists of: <br />· extension of 147th Street from Finale Avenue to Oneka Parkway, <br />· turn lanes on Oneka Parkway at the new 147th Street intersection, <br />· reconstruction of 147th Street from just west of TH 61 to Finale Avenue, <br />· reconstruction of Flay Avenue north of 147th Street, <br />· reconstruction of upper 146th Street, 146th Street, Finley Avenue, and Fitzgerald Avenue. <br /> <br />A map illustrating the project location is attached. Improvements throughout the project include bituminous pavement <br />replacement, concrete curb and gutter installation, subgrade corrections, and storm sewer drainage improvements. <br /> <br />West of the existing Finale Avenue intersection, 147th Street will be extended. A newly aligned Finale Avenue, which will be <br />constructed as part of the Hugo Gardens private development, will intersect with the 147th Street extension west of its current <br />intersection. <br /> <br />Full redevelopment of Lions Park is also included as part of this project. Improvements to the park include a new park pavilion <br />building opposite of City Hall that will include indoor meeting rooms and support spaces, new outdoor gathering spaces <br />surround the new pavilion building, destination inclusive playground, new court areas, and a relocated skate park. <br /> <br />Project Purpose/Need: <br />The purpose of this project is to improve the mobility of traffic and pedestrians to and through downtown Hugo by providing <br />local road connections. The Hugo Gardens development is currently under construction. This new development will bring <br />added pressures to the existing neighborhood street connections. Along with Hugo Gardens the updated Lions Park is <br />anticipated to increase both vehicular and pedestrian traffic within the area. The City of Hugo has identified a need to provide <br />a safe and direct connection to these areas. As described below, a direct connection does not currently exist. <br /> <br />Currently, there are only two access points for traffic from adjacent neighborhoods to Hugo City Hall, Lions Park, Keystone <br />Place at LaValle Field retirement home, and the new Hugo Gardens development. Traffic must travel south along Oneka <br />Parkway to Frenchman Road and then back north along Highway 61 to gain access to these areas or travel further out of the <br />way north to 159th Street and then south along Highway 61. The new connection point along 147th Street will provide a needed <br />connection point to allow a more even traffic flow from Oneka Parkway East to Oneka Lake Boulevard North. These two roads <br />serve as collector roads through the City of Hugo but currently do not have a direct connection to each other. Oneka Parkway <br />currently serves traffic volumes of 2700 ADT. Frenchman Road serves traffic volumes of 16,600 ADT. Highway 61 (Forest Blvd <br />N) has an ADT of 14,300. Extending 147th Street will allow pedestrians and local traffic to bypass heavy traffic roadways and <br />stay on lower-volume local roadways. <br /> <br />The project will include extension of 147th Street which will include the same street section as the reconstructed portion A <br />pedestrian trail on the North side of 147th Street will also be constructed. The City of Hugo’s Comprehensive Plan identifies a <br />trail along the north side of 147th Street. Per MnDOT State Aid Standards, the paved trail is proposed to be 8-feet wide with 2- <br />foot clear zones on both sides. The trail will connect to existing trails along Highway 61 on the east end and Oneka Parkway on <br />the west end. The Lions Park improvements will include new connections from the newly proposed 147th Street trail into the <br />park. A pedestrian push button signal and crosswalk is proposed to be added on the north leg of Highway 61 at 147th Street, <br />where crossings are currently prohibited. These new trail improvements and alignments are intended to increase safety for <br />foot traffic within downtown Hugo, along with creating a more complete trail system within the City of Hugo. <br /> <br />Based on City of Hugo’s Capital Improvement Plan, a connection between Oneka Parkway and Highway 61 is needed to keep <br />up with traffic and pedestrian needs in the area that are anticipated with the completion of the Hugo Gardens development <br />and the improvements to Lions Park. <br /> <br /> <br />Schedule: <br />The project in anticipated to go out for bid in June of 2021. Construction is anticipated from June through November of 2021. <br />
