Staff has prepared a replacement plan to address wetland <br />impacts. The plan consists of replacing these wetland impacts at a 2:1 ratio with the purchase of <br />wetland banking credits. <br /> <br />Staff has checked with numerous available wetland banks. The City of Blaine (Bank Owner) will <br />sell to the City of Hugo (Buyer) 0.631 acres of wetland credit for 2.50 a square foot totaling a <br />purchase amount of $68,607 for credits. Along with the credit cost there is a withdrawal and <br />stewardship fee required on all wetland credit purchases. These fees total $1,445.22 paid to the <br />State of Minnesota. <br /> <br />In total the cost of wetland replacement for this project will be $70,052.22. ($68,607 to the bank <br />owner and 1445.22 to the State of Minnesota). Staff is requesting authorization to move forward <br />with the purchase of the wetland credits. <br />
