owners and have had follow up meetings with the Acres of Bald Eagle Development team <br />related to the process as they finalize their preliminary and final plat submittal. In order to move <br />forward with a project that involves assessments to benefitting property owners, the City must <br />follow State Statute Chapter 429 and therefore staff is recommending moving forward with the <br />preparation a feasibility study that will outline project parameters/responsibilities, costs, <br />proposed assessment methodology, and assessment role. The feasibility study will include the <br />construction items related to the development, however these costs will ultimately be addressed <br />in the Development Agreement and not assessed. Staff recommends approval of the resolution <br />authorizing the preparation of a feasibility report for the 121st Street/Acres of Bald Eagle <br />project. <br /> <br />I.2 Discussion on Job Description and Executive Search for Finance Director <br /> <br />On May 19, 2021, Council appointed Finance Coordinator Anna Wobse as the Interim Finance <br />Director after the passing of Finance Director Ron Otkin on May 5, 2021. For a permanent <br />solution, staff has updated the job description and has received a proposal from Baker Tilly for <br />executive recruitment services for a Finance Director, which would be paid for from Finance <br />Department funds. Staff recommends Council discuss how it would like to proceed in filling the <br />vacant Finance Director position. <br /> <br />I.3 Discussion on Ordinance Review Committee on Short Term Rentals <br /> <br />Staff has received a complaint on a short term rental facility that is advertised on the website <br />Vacation Rentals by Owner (VRBO). The Washington County Sheriff’s Department has also <br />received numerous complaints on the property. The complaints relate to noise, parties, and the <br />transient nature of the short term rentals. After reviewing the City Code, it is in staff’s opinion <br />that short term rentals are not allowed in the City. The owner of the short term rental has made a <br />request to the City Council to evaluate allowing short term rental facilities in the City. At its <br />April 5, 2021, meeting the City Council directed staff to forward the request to the Ordinance <br />Review Committee (ORC) for review and recommendation to the City Council on what to do <br />with short term rental facilities in the City. The ORC made a recommendation to create an <br />ordinance to allow short term rentals. Staff will present this recommendation to the Council. <br /> <br />J.1 Discussion on American Rescue Plan Act <br /> <br />The City of Hugo is eligible to receive an estimated $1.6 million in Coronavirus Fiscal Recovery <br />Funds under the American Rescue Plan Act. The Coronavirus State and Local Fiscal Recovery <br />Funds will provide a substantial infusion of resources to help turn the tide on the COVID-19 <br />pandemic, address the pandemics economic fallout, and lay the foundation for a strong and <br />equitable recovery. Eligible uses of the Recovery Funds include responding to the public health <br />emergency and the negative economic impacts of the pandemic, premium pay for essential <br />workers, replacement of revenue lost due to the pandemic that would be used to provide vital <br />government services, and necessary investments in water, sewer and broadband <br />infrastructure. Governments have until December 31, 2024 to spend the Recovery Funds. Staff <br />will provide information to the City Council about the American Rescue Plan Act and the <br />Coronavirus Fiscal Recovery Funds. <br /> <br /> <br /> <br /> <br />
