He stated it was his hope they could come to an agreement with the property <br />owners during discussions on the right-of-way. <br />Klein made motion, Miron seconded, to approve RESOLUTION 2021-13 AUTHORIZING <br />NEGOTIATIONS AND/OR EMINENT DOMAIN TO ACQUIRE THE PROPERTY AREAS <br />NEEDED FOR THE DOWNTOWN IMPROVEMENT PROJECT. <br />Roll call vote — all ayes. Motion carried. <br />Approve Local Road Improvement Program Grant Application <br />City Engineer Mark Erichson explained that the Local Roads Improvement Program (LRIP) was <br />established by the Minnesota Legislature in 2002. The legislature recently provided $75,000,000 <br />for LRIP for county, state aid cities, non -state aid cities, and townships. He stated staff believed <br />the reconstruction and extension of 147th Street to Oneka Parkway was a good candidate for one <br />of the eligible categories related to Routes of Regional Significance. Funds could be used for <br />constructing or reconstructing city streets, county highways, or town roads with statewide or <br />regional significance. He proposed the City submit an application seeking the maximum request <br />value of $1,250,000. Staff had requested and received a letter of support from Washington <br />County for the 147th Street project. The grant application was due on March 3, 2021, with the <br />announcement on the award of funds occurring in May, 2021. Motion carried. <br />Update on February 23, 2021, Lions Park Workshop <br />The Council held a workshop on February 23, 2021, to discuss the proposed design of the new <br />pavilion at Lions Park. City Administrator Bryan Bear provided an update following the workshop <br />and showed a slightly modified version. He explained modifications were made to the roof design to <br />have a lower slope on the north side of the building and a flat roof on the south. There was also a <br />change in the color of the brick from red to a gray tone. He explained the City was moving forward <br />with the architect crew and design team unless otherwise directed by Council. Bear showed a <br />version of what the playground and landscape structures next to the pavilion could look like stating <br />revisions were still being made. <br />Comments by Residents Regarding Skate Park at Lions Park <br />Residents requested a discussion be added to the agenda to talk about the skate park that was <br />proposed as part of the Lions Park improvements.
