MARCH 15. 2021— 7 P.M. <br />Meeting was held remotely pursuant to MN Statute Sec. 13D.021. <br />ZOOM Meeting ID: 814 3973 9401 <br />Passcode: 523083 <br />Call to Order <br />Mayor Weidt called the meeting to order at 7:10 p.m. <br />COUNCIL PRESENT REMOTELY: Haas, Klein, Miron, Petryk, Weidt <br />OTHERS PRESENT REMOTELY: City Attorney Dave Snyder, City Engineer Mark Erichson, <br />Development Director Rachel Juba, Community Development Assistant Emily Weber <br />PRESENT AT CITY HALL: City Administrator Bryan Bear, City Clerk Michele Lindau <br />Approval of Minutes for the March 1, 2021 City Council Meeting <br />Klein made motion, Miron seconded, to approve the minutes for the City Council meeting held <br />on March 1, 2021, as presented. <br />Roll call vote — all ayes. Motion carried. <br />Approval of Agenda <br />Weidt made motion, Petryk seconded, to approve the agenda as presented. <br />Roll call vote — all ayes. Motion carried. <br />Update on COVID-19 City Response <br />City Administrator Bryan Bear gave a brief update on the City's response to the COVID-19 <br />pandemic saying the State of Emergency declared by Governor Walz in March, 2020, was still in <br />place and recently modified by executive order 2021-11, which extended capacity limits and <br />removed the requirement to work from home but encouraged it. The mask mandate remained in <br />place. City services continued to be available, City Hall remained open, and some staff <br />continued to work remotely. Vaccines were being distributed by Washington County in <br />collaboration with the MN Health Department. Firefighters had been vaccinated, and the Public <br />Works Department may be next. The Council had adopted meeting protocols for in -person <br />meetings, which the Council had decided to start on April 15, 2021. Final details for hybrid <br />meetings would be ready by then and will include social distancing and mask requirements. <br />Staff seating will also be different since there will not be room for everyone at the dais. Public <br />participation could continue via ZOOM. Bear talked about the City's Emergency Declaration <br />that was adopted by Council on March 20, 2020, which invoked emergency powers, though no <br />actions had been taken. Meetings of all commissions had been held remotely, as directed by the <br />City's emergency order. <br />
