Hugo City Council Meeting Minutes for March 15, 2021 <br />Page 3 of 5 <br />Agenda approved Building Official Joel Hoistad as a f illtime permanent employee. <br />Approve Authorization to Advertise for Bids for the Salt Storage Building at the New <br />Public Works Facility <br />Oertel Architects would soon have the final design and bidding documents prepared for the salt <br />and materials storage buildings to be located at the new Public Works facility. A bid opening <br />date of April 22" d was expected. Adoption of the Consent Agenda approved the advertisement of <br />bids for the construction of the salt and materials storage building located at the new Public <br />Works facility. <br />Approve Request for Waiver of IUP Renewal Fee from Ann Rooney at 13755 Elmcrest <br />Avenue North <br />Ann Rooney, owner of Bluebird Screen Print LLC at 13755 Elmcrest Avenue North, had <br />requested a fee waiver for the Interim Use Permit application fee. As a local business, Bluebird <br />Screen Print, LLC, had been adversely affected by the COVID-19 pandemic and was unable to <br />generate the revenue that it typically saw throughout the year. In an effort to provide relief to <br />local businesses, the City Council had previously approved $171,635.33 in grants through the <br />CARES Business Grant program. The Council had also waived liquor license fees for restaurants <br />in 2021. The IUP fee is $250. Adoption of the Consent Agenda approved the fee waiver for Ann <br />Rooney at 13755 Elmcrest Avenue North. <br />Approve Donation to the Hugo Fire Department from the Hugo American Legion <br />The Hugo American Legion wanted to donate $2,000 to the Hugo Fire Department for training <br />and equipment. Donations to the Fire Department needed to be approved by Council. Adoption <br />of the Consent Agenda approved the donation of $2,000 to the Hugo Fire Department from the <br />Hugo American Legion. <br />Approve Renewal of 2 a.m. License for the Blue Heron Grill <br />Since May 2010, the Blue Heron Grill held a license that permitted the establishment to stay <br />open until 2 a.m. This license needed to be renewed annually with approval by the City Council. <br />This year, the State had waived their permit fee due to COVID. Adoption of the Consent Agenda <br />approved the renewal of the 2 a.m. license for the Blue Heron Grill. <br />Public Hearing on Vacation of Drainage and Utility Easement — Oneka Place <br />The applicant, CPDC — Pratt -Oakwood, LLP, had requested vacation of an existing drainage and <br />utility easement located over Outlot A, Oneka Place 4th Addition. Community Development <br />Director Rachel Juba explained that the outlots would be final platted for the development of <br />Oneka Place 5th Addition, which was the last phase of the development. New drainage and utility <br />easement would be placed on the lots at the time the final plat was recorded. Juba recommended <br />Council open the public hearing and approve the vacation of the easement. <br />Weidt opened the public hearing. After receiving no comments, Weidt closed the public hearing. <br />
