Memorandum <br /> <br />To: Mayor and Council <br />From: City Clerk Michele Lindau <br />Date: July 6, 2021 for the City Council meeting on July 19, 2021 <br />Re: Firefighter Response Times <br /> <br /> <br />BACKGROUND <br />Hugo Fire Chief Jim Compton, Jr. is requesting the response time for firefighters be changed <br />from six minutes to eight minutes, requiring them to live within an eight minute radius of the <br />Fire Department. <br />This requirement is addressed in the Hugo City Code and the Personnel Policy. Staff would like <br />to amend the City Code to reference the Personnel Policy for firefighter requirements and to <br />change the Personnel Policy where it relates to response times. Staff is recommending the <br />following changes to the City Code and Personnel Policy. <br /> <br />City Code Chapter 34-1 FIRE PREVETION AND PROTECTION: <br />(g)Member requirements. Members of the department shall reside within a six-minute <br />radius of the Fire Hall, shall not be less than 18 years of age, and shall be able <br />bodiedmeet all the requirements as outlined in the personnel policy. Firefighters shall at <br />all times satisfy and meet these requirements established by the city council, and as may <br />be modified from time to time, and shall obey the directives of the fire chief pertaining to <br />performance of duties as firefighters. Failure of any firefighter to meet the requirements <br />or obey directives shall constitute a basis for removal from the fire department by the city <br />council. <br /> <br /> Personnel Policy: <br />g. Firefighter Eligibility Requirements: To be eligible for a firefighter position, all <br />applicants members must meet the following requirements: <br /> <br />• Be 18 years of age or over. <br />• Be a high school graduate or equivalent. <br />• Hold a valid State of Minnesota driver’s license. <br />• Have a primary residence within an sixeight-minute radius of the fire station. <br /> Be able bodied and fit for duty. <br />
