Memorandum To: Mayor and Council From: City Clerk Michele Lindau Date: July 6, 2021 for the City Council meeting on July 19, 2021 Re: Firefighter Response Times BACKGROUND Hugo Fire Chief Jim Compton, Jr. is requesting the response time for firefighters be changed from six minutes to eight minutes, requiring them to live within an eight minute radius of the Fire Department. This requirement is addressed in the Hugo City Code and the Personnel Policy. Staff would like to amend the City Code to reference the Personnel Policy for firefighter requirements and to change the Personnel Policy where it relates to response times. Staff is recommending the following changes to the City Code and Personnel Policy. City Code Chapter 34-1 FIRE PREVETION AND PROTECTION: (g)Member requirements. Members of the department shall reside within a six-minute radius of the Fire Hall, shall not be less than 18 years of age, and shall be able bodiedmeet all the requirements as outlined in the personnel policy. Firefighters shall at all times satisfy and meet these requirements established by the city council, and as may be modified from time to time, and shall obey the directives of the fire chief pertaining to performance of duties as firefighters. Failure of any firefighter to meet the requirements or obey directives shall constitute a basis for removal from the fire department by the city council. Personnel Policy: g. Firefighter Eligibility Requirements: To be eligible for a firefighter position, all applicants members must meet the following requirements: • Be 18 years of age or over. • Be a high school graduate or equivalent. • Hold a valid State of Minnesota driver’s license. • Have a primary residence within an sixeight-minute radius of the fire station.  Be able bodied and fit for duty.
