July 1, 2021

Shayla Denaway
Parks Planner, City of Hugo
14669 Fitzgerald Avenue N
Hugo, MN 55038

RE: Proposal for Construction Materials Testing & Special Inspection Services
Lions Park Pavillion
Hugo, Minnesota
NTI Proposal P1527

Northern Technologies, LLC (NTI) is pleased to submit this Construction Materials Testing, Engineering
Consultation, and Special Inspection Services proposal for the above referenced project. We have reviewed the
project plans dated 4/28/2021, and geotechnical report dated 9/30/2020. In lieu of an actual construction
schedule, NTI has endeavored to provide the City of Hugo with our best value proposal focusing on quality of
service and cost effectiveness. The length of on-site activities significantly affects the frequency and duration of
on-site observation and testing. When a schedule becomes available, we can refine our estimate to represent the
timeline more accurately. Our current estimate is based upon the provided documents and previous experience
on similar projects.

PROJECT INFORMATION
This section provides the basis for our best value proposal outlining the interpreted scope of the project, noted
construction type, construction schedule, and specific conditions. The following construction testing, and special
inspections scope of work includes the following considerations:

• The proposed project consists of a 5,500 SF pavilion, located in Lions Park at 5524 Upper 146th Street
North in Hugo, Minnesota.
• Scope of work included in this proposal are as follows: excavation observation and soil testing, concrete
testing and observation, and structural steel special inspection.
• Scope of work not included in this proposal but can be provided, if needed, are as follows: structural steel
fabrication shop special inspections if the fabricator chosen is not AISC certified and observation and
testing services for firestopping or fireproofing materials.
• The RFP stated that all exterior work was not part of the scope of this project; only items from the
structural drawings were included. No sidewalk, curb, or other exterior work is included in our estimate.
• Comparing the Finley street centerline versus the boring location map, it appears the building has been
moved since soil borings were taken. Time for test pits and observations are therefore included.
• All other considerations are considered standard and included in the scope of work section of this
document.
