<br /> <br /> <br />Special Event Permit - Memorandum <br /> <br /> <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: May 12, 2021, for Council Meeting on May 17, 2021 <br />Re: MS150 Bike Ride through Hugo on Saturday, June 12, 2021 <br /> <br /> <br />1. BACKGROUND: <br />The MS Society has applied for a Special Event Permit for their annual bicycle event. <br />This requires a permit because there will be approximately 1,500 riders, and trails and <br />streets in Hugo will be used. In the past, the bike ride took place from the cities to Duluth <br />and back. This event has been scaled down from past years to a one-day ride instead of a <br />two-day ride. <br />2. DESCRIPTION OF EVENT: <br />The MS150 is a fundraising event for the National Multiple Sclerosis Society. This year, <br />the MS150 will be a 78 mile loop starting and ending in Blaine and will skirt the north <br />and south borders of Hugo (as shown on the map highlighted in yellow). The ride will <br />take place Saturday, June 12, 2021, between 8 a.m. – 4:30 p.m. There are planned rest <br />stops along the route, but none will be in Hugo. <br />3. CONDITIONS: <br />The applicant has provided the City the completed application and insurance naming <br />Hugo as additionally insured. In accordance with this permit, the applicant shall conduct <br />the event as described on their application in addition to the following conditions. <br /> <br /> Payment of $75 permit fee. <br /> Provide the City a signed Hold Harmless Agreement. <br /> Provide the City a copy of approved permit from Washington County for use of <br />the Hardwood Creek Trail, County roads, and sign placement in the right-of-way. <br /> Notify the Hugo Fire Department and Washington County Sheriff’s Office of the <br />event. <br /> Secure necessary deputies for traffic control as recommended by the Sheriff’s <br />Office. <br /> At no time are MS workers/volunteers/representatives permitted to stop or direct <br />vehicular traffic. <br /> All signage will be removed immediately after the event. <br /> <br /> <br /> <br />
