The project financial feasibility will need to be <br />considered by the City of Hugo. <br /> <br />The proposed improvements are necessary to provide infrastructure improvements for the project area. <br />Based upon the information contained in this report, it is recommended: <br /> <br />1. This report be adopted as the guide for the proposed improvements <br />2. The City conduct a legal and fiscal review of the proposed project <br />3.
