CITY OF HUGO <br />RESOLUTION 2021-54 <br />RESOLUTION APPROVING WATERING RESTRICTIONS AND <br />REGULATIONS PERTAINING TO THE CONSERVATION OF WATER FOR <br />PROPERTIES WITHIN THE CITY OF HUGO. <br />WHEREAS, the City Council of the City of Hugo has determined that there is a <br />need to reduce water usage throughout the City in order to reduce the environmental <br />impact the City has on its long term water supply; and, <br />WHEREAS, the City Council is authorized to adopt regulations pertaining to the <br />conservation of water by Resolution; and, <br />WHEREAS, unrestricted outdoor irrigation with municipal water could create a <br />shortage of water, threatening the City. <br />WHEREAS, the City of Hugo strives to "reduce, reuse, and replenish" its water <br />resources by conserving water that is pumped from the ground and responsibly manage <br />the City's municipal infrastructure. <br />NOW, THEREFORE, be it resolved by the City Council of the City of Hugo, <br />Washington County, Minnesota, that it should and hereby does approve the following: <br />1. Effective as of August 9, 2021, the City Council hereby adopts restrictions on <br />outdoor irrigation of properties using the municipal water supply to irrigate <br />lawns, trees, or other vegetation. <br />2. Properties and owners within the City that use municipal water to irrigate, <br />may only irrigate or sprinkle lawns on an odd -even basis. <br />3. Specifically, property addresses that end in an odd number may only water on <br />odd calendar days and property addresses that end in an even number may <br />only water on even calendar days. <br />4. In addition to irrigation on an odd -even basis, it shall be prohibited to irrigate <br />or sprinkle lawns, trees, or other vegetation using the municipal water supply <br />between the hours of 7:00 AM and 7:00 PM. <br />5. Flowers, landscaping beds, and vegetable gardens may be watered with a <br />hand-held hose or watering can as needed. <br />6. Properties with new sod are exempt from irrigation restrictions for the first 14 <br />days of placement. <br />7. All properties within the City are prohibited from augmenting wetlands and <br />other water resources with water from the municipal water supply and <br />individual wells. <br />
