S:\Office_SHARED\Resolutions\2021 Resolutions\2021- 125th Speed Limit.doc <br />RESOLUTION NO. 2021 - <br /> <br />RESOLUTION SETTING SPEED LIMIT ALONG <br />125TH STREET FROM GOODVIEW AVENUE TO COUNTY ROAD 7 <br /> <br /> <br />WHEREAS, the speed limit along 125th Street from Goodview Avenue to County Road 7 is <br />currently not posted; and <br /> <br />WHEREAS, the current City of Hugo policy addressing speed limit related concerns is based <br />upon guidelines from Minnesota Statutes, Minnesota Department of Transportation (MnDOT) <br />policies, Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD), and engineering <br />judgement; and <br /> <br />WHEREAS, Minnesota State Statute 169.14 subdivision 5 allows cities to establish speed limits <br />outside of the statutory guidelines outlined in Minnesota State Statute 169.14 subdivision 2 <br />without an engineering investigation as long as, at a minimum, the safety, engineering, and <br />traffic analysis considers national urban speed limit guidance and studies, local traffic crashes, <br />and methods to effectively communicate the change to the public; and <br /> <br />WHEREAS, Staff has reviewed the existing horizontal and vertical geometrics of the roadway <br />and has recommended the following speed limits along 125th Street: <br /> <br /> 40 MPH along 125th Street from Goodview Avenue to Hilo Avenue <br /> 30 MPH along 125th Street from Hilo Avenue County Road 7 <br /> 25 MPH advisory speed limit for the curve located between Homestead Avenue and <br />County Road 7 <br /> <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo, Minnesota, <br />as follows: <br /> <br />1. The City of Hugo shall adopt the following speed limits along 125th Street from <br />Goodview Avenue to 122nd Street: <br /> 40 MPH along 125th Street from Goodview Avenue to Hilo Avenue <br /> 30 MPH along 125th Street from Hilo Avenue to County Road 7 <br /> 25 MPH advisory speed limit for the curve located between Homestead <br />Avenue and County Road 7 <br />
