DATE: September 29, 2021 for the City Council Meeting of September 23, 2021. ZONING: Central Business District (C-1) LAND USE: Mixed Use (MIX) 60-DAY REVIEW DEADLINE: October 22, 2021 1. PLANNING COMMISSION UPDATE: At its September 23, 2021 meeting, the Hugo Planning Commission held a public hearing and considered the request for Lakeview Family Dentistry located at 14475 Forest Boulevard North. Staff recommended approval of the site plan and variance requests. The two variance requests are for a variance from the maximum impervious surface coverage requirement and from the building setback from the ordinary high water level of Egg Lake. There was no one who spoke at the public hearing. The Planning Commission agreed that the applications meet the requirements necessary for approval and unanimously recommended approval of the site plan and variance requests to the City Council. 2. DESCRIPTION OF REQUEST AND BACKGROUND: Lakeview Family Dentistry is requesting site plan approval for an approximately 4,400 square foot addition to be constructed on to the existing building on site. The existing building is 1,957 square feet and operates as a dental clinic. The site is adjacent to Egg Lake and falls within the Shoreland Overlay District. The applicant is also requesting two variances from the Shoreland Overlay District requirements. A variance is requested from the maximum imperious surface coverage to allow an impervious surface coverage of 50.6%, where a maximum of 25% is
