However, the building <br />addition will be required to meet building code regulations regarding low floor separation from <br />the groundwater elevation. <br />(6) Septic and Well Compliance. The sewage treatment system and water system of the subject <br />property is in compliance with city and state codes. <br /> <br />The property is served by City sewer and water. <br /> <br />It is in staff’s opinion that the application meets the criteria outlined in the City Code to approve <br />a variance. <br /> <br />D. Site Plan <br /> <br />The application complies with the ordinance standards as follows: <br /> <br />Building Setbacks <br /> <br />The proposed site plan meets the building setbacks from the front, side, and rear lot lines for the <br />C-1 zoning district requirements. The applicant is requesting a variance from the ordinary high <br />water level building setback in the Shoreland Overlay District requirements. <br /> <br />Building Height <br /> <br />The C-1 zoning district has a maximum building height of 35 feet. The site plan meets this <br />requirement. <br /> <br />Building Coverage and Lot Coverage <br /> <br />The C-1 zoning district has a maximum impervious surface coverage of 90%, however, the <br />Shoreland Overlay District has a maximum impervious surface coverage of 25%. The proposed <br />site plan has an impervious surface coverage of 50.6%, requiring a variance. The applicant is <br />requesting a variance from the impervious surface lot coverage requirements. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The site plan includes tree and shrub locations and species. <br /> <br />The ordinance provides two ways of calculating the required amount of trees and shrubs. One <br />based on the square footage of the building and one based on the perimeter of the site, whichever <br />is greater. In this case staff used the perimeter of the site.
