Lakeview Family Dentistry Variance Required Findings, Page 2 of 2 <br /> <br /> <br />The proposed design will not alter the essential character of the neighborhood. Hugo continues <br />to experience residential growth, increasing demand for services in the community. Further <br />development of this property is intended to support and participate in this positive community <br />growth while respecting its context. The building exterior follows the design language of the <br />existing structure, maintaining a prairie style aesthetic in line with local traditions and the City of <br />Hugo Downtown Design Guidelines. This project will support the City of Hugo’s development <br />plan of the downtown district and plans for development north of the property on Egg Lake. <br />Furthermore, the proposed expansion on this property supports the City’s development plan by <br />ensuring residents are provided services locally in their community. <br /> <br />(3) Spirit and intent. The granting of the variance would be in keeping with the spirit and intent of <br />this chapter and with the policies of the city's comprehensive plan. <br /> <br />The variance, if granted, will allow Lakeview Family Dentistry to continue to support the <br />community’s current growth and future growth per the 2040 comprehensive plan. <br /> <br />The proposed plan meets the spirit and intent of the code by maintaining the n atural <br />characteristics and function of the shoreline. No modifications to the shoreline or associated trees <br />and vegetation along the shoreline are proposed. Additional trees and plantings are proposed <br />between the building and the shoreline to further enhance the natural characteristics of the area. <br />Runoff from existing and proposed impervious surfaces onsite will be treated in a stormwater <br />management system to further reduce the risk of impairment to Egg Lake. <br /> <br />(4) Prohibited use. The variance, if granted, shall not permit a lower degree of flood <br />protection than required by this chapter. The proposed building <br />expansion is not located in the FEMA flood pla in or the shore impact zone, and the construction <br />of a large infiltration basin will provide additional compensatory flood storage compared to existing <br />conditions. <br /> <br />(6) Septic and well compliance. The sewage treatment system and water system of the subject <br />property is in compliance with city and state codes. <br /> <br />The variance, if granted, will not affect the property’s compliance with city and state septic and <br />well codes. <br /> <br /> <br />
