<br /> <br />September 29, 2021 <br /> <br />Honorable Mayor and City Council <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br /> <br />Re: 2021 Downtown Improvement Project <br /> Adopting Assessments <br /> WSB Project No. 015887-000 <br /> <br />Dear Mayor and Council, <br /> <br />On June 21, 2021, City Council awarded the contract for the 2021 Downtown Improvement Project <br />to Peterson Companies Inc. Proposed improvements for the 2021 Downtown Improvement project <br />include street improvements and drainage improvements along the following roadways: <br /> <br /> 147th Street from just west of TH 61 to Finale Avenue <br /> The extension of 147th Street from Finale Avenue to Oneka Boulevard <br /> Flay Avenue north of 147th Street to its existing termination point <br /> Upper 146th Street from Finale Avenue to Fitzgerald Avenue <br /> 146th Street from Finale Avenue to Fitzgerald Avenue <br /> Finley Avenue from Upper 146th Street to 145th Street <br /> Fitzgerald Avenue from 147th Street to 146th Street <br /> Oneka Parkway at 147th Street (intersection and turn lanes) <br /> <br />At the September 6, 2021 regular Council meeting, the Council adopted a resolution declaring <br />costs to be assessed for the 2021 Downtown Improvement Project and scheduled the <br />assessment hearing on the proposed assessments for October 4, 2021. The Notice of <br />Assessment Hearing has been published in the official newspaper and mailed to the owners of <br />each parcel described in the assessment roll at least two weeks prior to the hearing. As part of <br />the assessment hearing, staff will give a PowerPoint presentation identifying the improvements, <br />costs and detail payment options. Staff recommends the Mayor open the public hearing to take <br />all comments and approve the resolution adopting assessments for the 2021 Downtown <br />Improvement Project. <br /> <br />Staff has prepared a resolution adopting the assessments for the 2021 Downtown Improvement <br />Project for your consideration in accordance with the requirement of state statutes Chapter 429 <br />for assessments to benefitting properties.
