Agenda Number: D.3 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br />TO: Hugo Planning Commission <br />FROM: Emily Weber, Community Development Assistant <br />SUBJECT: Lakeview Family Dentistry, 14475 Forest Boulevard North — Request for site plan <br />approval, a variance from the impervious surface coverage requirement, and a <br />variance from the building setback from the ordinary high water (OHW) level of <br />Egg Lake. <br />DATE: September 16, 2021 for the Planning Commission Meeting of September 23, <br />2021. <br />ZONING: Central Business District (C-1) <br />60-DAY REVIEW DEADLINE: October 22, 2021 <br />1. DESCRIPTION OF REQUEST AND BACKGROUND: <br />Lakeview Family Dentistry is requesting site plan approval for an approximately 4,400 square <br />foot addition to be constructed on to the existing building on site. The existing building is 1,957 <br />square feet and operates as a dental clinic. The site is adjacent to Egg Lake and falls within the <br />Shoreland Overlay District. The applicant is also requesting two variances from the Shoreland <br />Overlay District requirements. A variance is requested from the maximum imperious surface <br />coverage to allow an impervious surface coverage of 50.6%, where a maximum of 25% is <br />required. An additional variance is requested to allow the proposed addition to be setback 61.4 <br />feet from the OHW level of Egg Lake, where 100 feet is required by City ordinance. <br />The site plan for the existing building was approved on April 6, 1992 and was originally built as <br />a dental clinic. The owner has since changed but the use remains the same. The applicant is <br />proposing to continue the same use on site. <br />2. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The property and all surrounding sites are zoned Central Business District and are guided as <br />Mixed Use in the 2040 Land Use Plan. <br />
