MINUTES FOR THE EDA MEETING OF APRIL 20, 2021 <br />Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 <br />Chair Weidt called the meeting to order at 5:31 pm. <br />PRESENT: Arcand, Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt. <br />ABSENT: None. <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBURAY 16. 2021 <br />Commissioner Klein made a motion, seconded by Commissioner Gallivan, to approve the January 19, <br />2021 EDA meeting minutes. <br />Ayes: Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt. <br />Nay: None. Motion carried. <br />DENNY TROOIEN — DOWNTOWN HUGO CONCEPT PLAN UPDATE <br />Denny Trooien was present to address the EDA. Trooien has been working on a concept plan for <br />Downtown Hugo on property along Egg Lake over the last several months and he provided an update <br />on his plans to the EDA. The overall concept of the plan has remained the same with boardwalk <br />access to the lake and multiple retail and commercial buildings that are intended to be leased out to <br />tenants. Trooien noted that additional parking has been added and buildings have been shifted to <br />accommodate the water level of the lake. The Commissioners discussed the changes and were <br />generally pleased to see the plans continue to move forward. <br />UPDATE ON LIONS PARK <br />Staff provided the EDA with an update on the Lions Park site plan. The site plan gained City Council <br />approval on April 19, 2021 and consisted of an approximately 5,500 square foot pavilion, playground <br />equipment, trails, landscaping, and sport courts and fields. Construction is expected to start in June <br />2021. The EDA Commissioners asked questions about the pavilion architecture and landscaping. <br />Generally the Commissioners are excited to see the improvements made at Lions Park. <br />DISCUSSION ON MEETING IN -PERSON <br />Staff and the EDA discussed meeting in -person with the option to have hybrid meetings. Generally <br />the EDA Commissioners would like to meet in person with the option to meet virtually. <br />
