MINUTES FOR THE EDA MEETING OF AUGUST 17. 2021 <br />Acting Chair Klein called the meeting to order at 5:32 pm. <br />PRESENT: Chrun, Gallivan, Klein, Puleo, Roberts. <br />ABSENT: Arcand, Denaway, Weidt. <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF JUNE 15, 2021 <br />Commissioner Roberts made a motion, seconded by Commissioner Gallivan, to approve the June 15, <br />2021 EDA meeting minutes. <br />Ayes: Chrun, Gallivan, Klein, Puleo, Roberts. <br />Nay: None. Motion carried. <br />UPDATE ON PURCHASE AGREEMENT FOR PROPERTY LOCATED AT 14696 FONDANT AVENUE NORTH <br />Staff provided an update on the purchase of property located at 14696 Fondant Avenue North. The <br />property is located in the designated downtown area of Hugo and the City has been acquiring <br />properties in this area since 1996. The City Council approved the purchase agreement at their August <br />16, 2021 meeting. Staff stated that with the purchase of this property, there are only two remaining <br />parcels that would make the City -owned parcels along Egg Lake completely contiguous. <br />Staff also stated that there is a property on 145t" Street North that was recently listed on the market <br />that would also be advantageous for the City to own. This would allow the extension of Finale Avenue <br />North to extend out to Frenchman Road North. <br />Staff asked the EDA to discuss the properties and recommended that the EDA send out letters to the <br />property owners of the properties in discussion. The EDA Commissioners provided insight on how <br />these properties affect the redevelopment of downtown and generally agreed that they are an added <br />benefit to the City. <br />The EDA Commissioners asked staff to move forward with sending letters to property owners stating <br />the City's interest in purchasing their property. <br />UPDATE ON WASHINGTON COUNTY PREDEVELOPMENT GRANT FOR SOUTH LAVALLE PROPERTY <br />â–ºenh10HOW V Wall.13_AM_1:11_ILYULRIAZIATIItyiyl/e1 <br />Staff provided a background on the request from the LaValles to start the AUAR process on their <br />property located south of Frenchman Road North and west of Highway 61. On July 20, 2021, the City <br />of Hugo was awarded the pre -development grant from Washington County in the amount of $40,000 <br />to assist with the AUAR process. Staff will continue to work with the property owner to move forward <br />with the land use planning process. <br />Commissioner Puleo asked staff if there would be an opportunity for other property owners to <br />receive a pre -development grant from Washington County.
