Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of February 19, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from January 15, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of January 15, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Sunset Lake Future Park Update <br />At the meeting of October 18, 2018, the Parks Commission approved a park dedication proposal for The <br />Preserve on Sunset Lake. The proposal included dedication of .93 acres of land on Sunset Lake adjacent to <br />the .7 acre city -owned parcel. The Parks Plan states that "providing access to and protect Hugo's water <br />resources including wetlands, lakes, and streams is encouraged to build a connected, multi -function parks <br />system". At the time of the development approvals, there was neighborhood interest in those parcels being <br />developed into a park. Both the Parks Commission and the City Council included planning the future park in <br />their 2019 goals. <br />At the meeting of April 17, 2019 the Parks Commission approved a timeline and planning proposal from WSB <br />and Associates. At the meeting of August 21, 2019, Candace Amberg and Jordan Gedrose from WSB <br />presented two concepts for a park at Sunset Lake. The neighborhood meeting was held on September 18, <br />2019 to gather input on the concepts. Mixed input was received. Staff was directed to tone down the <br />concept plans. <br />At the meeting of October 16, 2019, the Commission had discussion to summarize what they heard from <br />residents. Generally, residents are requesting that the plan be scaled back by removing parking spots possibly <br />eliminating the shelter and being more of a small park feeling. Neighbors were concerned with future <br />maintenance issues, vandalism, loitering and the location of the entrance to this park. The Commission <br />directed staff to do additional research on the traffic and fishing near Sunset Lake. Staff has gathered <br />information to share with the Commission. <br />PLEASE SEE THE ATTACHED TRAFFIC INFORMATION FROM WSB AND THE LAKE FINDER REPORT. THE PARK CONCEPT PLANS AND <br />MINUTES FROM THE MEETING OF SEPTEMBER 19, 2019 ARE ALSO ATTACHED. <br />Clearwater Creek Preserve Update <br />At the meeting of September 19, 2018, a master plan was approved for Clearwater Creek Preserve. It <br />included four potential phases and cost estimates. Future improvements include an entrance off of 140th <br />Street, several looped trails with boardwalks, 2 bridges over the creek, and east and west trail connections to <br />residential areas. <br />Staff was informed by Rice Creek Watershed District of their plans to clean Judicial Ditch #3 throughout the <br />City of Hugo. It is a lengthy ditch that is adjacent to several trails in Hugo and runs through Clearwater Creek <br />Preserve and Frog Hollow Park.
