CITY OF
EST. 1908
November 21, 2019
Nick Tomczik
Rice Creek Watershed
4325 Pheasant Ridge Drive NE
#611
Blaine, MN 5549-4539
Dear Mr. Tomczik:
14669 Fitzgerald Avenue North, Hugo, MN55038 • (651) 762-6300 • www.ci.hugo.mn.us
Thank you for keeping us informed about your planned maintenance project for Judicial Ditch 3 (JD 3). To follow up on
our meeting of November 5, 2019, we would like to continue to discuss the following items.
We are supportive of RCWD utilizing part of the trails in Clearwater Creek Preserve to maintain portions of the ditch
within the city park. We think there is a way to minimize costs for the district by reducing the number of crossings that
would be required by using the exisiting trail alignment for future maintenance access. Please advise us if anything
further is required to formalize this arrangement.
The City of Hugo respectfully requests RCWD consider being responsible for costs associated with lowering some
culverts located in the City of Hugo as Part of the JD-3 maintenance project. The culverts in question were previously
permitted by RCWD to be constructed at the elevations that exist today. The culverts that the City of Hugo is referring
to are as follows:
JD-3 Trunk Main Culvert located at Station 118+31
JD-3 Branch 3 Culvert/storm sewer located on 1571h Street at station 79+58
Other proposed culvert replacements that have been conveyed as the City of Hugo's responsibility will be paid for by
the City of Hugo. Similarly, with the Elmcrest Avenue Improvement project, the City of Hugo will lower the culvert as
requested by the RCWD.
Lastly, we ask for re -consideration of the tree clearing anticipated between 34+00 and 67+00 due to the alternate
maintenance routes available.
We look forward to continuing to work with you as you look to repair this important ditch in Hugo's public drainage
system. I can be reached at 651-762-6300.
Sincerely,
''4-
Bryan Bear
City Administrator
CC: Mark Erichson, City Engineer
Scott Anderson, Public Works Director
Rachel Juba, Community Development Director
Shayla Denaway, Parks Planner
