Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of January 15, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from December 18, 2019 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of December 18, 2019. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Oneka Commons Sketch Plan <br />A request for a sketch plan review has been received from Peter Stalland for "Oneka Commons". The <br />applicant is requesting review and comments on a sketch plan for a master planned community that includes <br />lots for an apartment building, single family homes, and commercial development. The applicant is <br />proposing to dedicate a combination of park land and fees. The Parks Commission should provide direction <br />on the proposed trail, incorporation of the greenway corridor, the need for a park in the area, and possible <br />park dedication. The applicant is looking for informal comments from the Parks Commission and a <br />recommendation is not needed at this time. <br />PLEASE SEE THE ATTACHED MEMO. <br />Approve the 2020 Capital Improvement Plan <br />A draft of the 2020-2024 Capital Improvement Plan has been put together with the assistance of Finance <br />Director, Ron Otkin. The Parks Commission has been given the authority to make recommendations to the <br />City Council on how to use the Special Park Fund and plans those expenditures with the Capital Improvement <br />Plan. The CIP prioritizes improvements that the Parks Commission would like to make. Some projects may <br />only be possible if additional funding becomes available through grants, private donations, or park dedication <br />fees. <br />In 2019, special park funds were used for projects over several Hugo parks. Neighborhood park <br />improvements totaled $20,010.70. The planning a future park on Sunset Lake was $4,600. The 130t" Street/ <br />Hardwood Creek Regional Trail Feasibility Study was $3,099.75 in addition to the $10,000 SHIP funding. The <br />special park fund ending balance thru November 30, 2019 is $1,609,995. <br />Staff drafted a CIP for 2020-2024 based on the previous Capital Improvement Plan and upcoming projects. <br />Staff recommends that the Parks Commission review the draft, make changes, and approve a Capital <br />Improvement Plan. <br />PLEASE SEE THE ATTACHED DRAFT CAPITAL IMPROVEMENT PLAN FOR 2020-2024. <br />Adelaide Landing Future Park Playground <br />The Parks Commission approved a plan to construct a neighborhood park in Adelaide Landing at their May <br />15, 2019 meeting.
