Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of July 15, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from June 17, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of June 17, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Oneka Lake Reserve Park Dedication <br />Oneka Lake Reserve, LLC has submitted an application requesting approval of a Preliminary Plat and Planned <br />Unit Development (PUD) amendment for a residential development to be known as "Oneka Lake Reserve". <br />The development consists of 44 attached townhomes in a mix of 3 and 4 unit two-story buildings located <br />north of 150t" Street. The development also includes a private drive, a public neighborhood park, <br />stormwater re -use, and sidewalks. The developer is proposing to dedicate park land to satisfy park <br />dedication and construct park amenities in exchange for PUD flexibility. Staff recommends acceptance of .65 <br />acres of park land to satisfy park dedication requirements and the remainder to be paid in fees. <br />PLEASE SEE THE ATTACHED MEMO. <br />Andrew Olson Memorial Proposal <br />Logan Jensen, a local Boy Scout, has asked about planting a memorial tree or installing a bench in honor of his <br />friend and fellow Scout, Andrew Olson. Olson passed away unexpectedly in February. The City of Hugo has a <br />Memorial Policy which makes memorials in parks possible. The policy specifies that the Parks Commission <br />shall review and approve proposed memorials. Jensen is proposing to install a tree or bench. Similar to <br />memorials in other parks, a bronze plaque would be installed near the tree. Jensen is raising funds and <br />coordinating the memorial with the help of his Boy Scout troop. Staff recommends that SHIP funding be used <br />to cover the cost of the bench to be installed near Oenka Lake Park and approval of the memorial. <br />PLEASE SEE THE ATTACHED REQUEST AND MEMORIAL POLICY. <br />Lions Park Master Plan <br />Development Guidelines for Lions Park were approved by the City Council on November 15, 2011. A <br />Preliminary Master Plan for Lions Park was approved by the City Council March 2, 2014. <br />On May 13, 2019 the City Council and Parks Commission held a workshop to discuss funding of community <br />parks. The City Council and Parks Commission discussed parks usage, phasing and prioritizing of park <br />improvements, and funding options. At the meeting of June 19, 2019 the Parks Commission identified their <br />priorities for community park development. This was later presented to the City Council at their budget <br />workshop on September 5, 2019.
