Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of May 20, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from April 15, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of April 15, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Hugo Gardens Park Dedication <br />Hugo Garden Apartments, LLC has submitted an application requesting approval of a Preliminary Plat and <br />Planned Unit Development (PUD) amendment for a residential development to be known as "Hugo Gardens <br />Apartments". The development consists of 84 apartments in seven buildings located east of Lions Park. The <br />development proposes construction of apartments on Outlot B and construction of stormwater ponding on <br />Outlot D of the LaValle Fields Plat. Keystone Place was constructed with the first phase of LaValle Fields and <br />2.11 acres of land was dedicated. The remaining park dedication for the Hugo Gardens Apartments shall be <br />satisfied with a fee of $87,414. The developer is proposing to extend a trail to Lions Park and an easement is <br />required. Staff recommends approval of the park dedication fee and requiring the needed trail easements. <br />PLEASE SEE THE ATTACHED MEMO. The park will include 100 + acres of wetland, ponds, and open space with 1 + mile off -road paved <br />trail. The active area of the park is to include a pickleball court, basketball court, sport field, large picnic <br />shelter and playground. Construction of the park is being done in partnership with the developers. <br />At the meeting of May 16, 2018, the Parks Commission requested proposals for a playground to be installed <br />in Lions Park this summer. At their February 3, 2020 meeting, the City Council approved funding not to <br />exceed $100,000 to construct the playground. A request for proposals was sent out and a notification was <br />sent to residents in the neighborhood. <br />At the meeting of April 15, 2020, the Parks Commission held a neighborhood meeting and heard proposals <br />from four playground designers. Each of the proposals met the base requirements to include soft surfacing in <br />the $100,000 budget and ensure installation by August 31, 2020.
