Request for a PUD Amendment and <br />Preliminary Plat for "Hugo Garden Apartments" <br />DATE: May 13, 2020 for the Parks Commission meeting of May 20, 2020 <br />1. BACKGROUND: <br />In 2014, the City approved a preliminary plat and planned unit development for "LaValle <br />Fields" on 39.56 acres. The preliminary plat included one lot for the senior housing <br />facility and four outlots: Outlot A was dedicated as public park (2.11 acres), Outlot B and <br />C were planned for future development and Outlot D was planned for stormwater <br />management. <br />The Hugo Gardens apartment project includes development of Outlot B and construction <br />of stormwater ponding on Outlot D. <br />2. DESCRIPTION: <br />The applicant is requesting approval of a PUD amendment and Preliminary Plat to allow <br />construction of 84 apartment units in seven buildings. <br />The property to the south is guided Medium Density Residential (MD), zoned PUD and <br />developed as Keystone Place at LaValle Fields senior housing. The property to the east <br />is guided MD and Mixed Use (MX), zoned Central Residential (CR-3) and developed <br />with single family homes and Lions Park. The property to the north, across 147th Street, <br />is guided MD, zoned CR-3 and developed with St. John's Cemetery and vacant City - <br />owned land. The property to the west is guided MD, zoned CR-3 and platted as Outlot C, <br />LaValle Fields First Addition. <br />-1- <br />Hugo Gardens <br />May 20, 2020 <br />
