In summary, with 84 units, the proposed apartment project is required to pay $87,414.72 <br />in park dedication fees. <br />4. CONSISTENCY WITH PARK PLAN <br />Open Spaces/Parks <br />The neighborhood is served by Lions Park. The park is considered a community park <br />and includes neighborhood park amenities. Lions Park was expanded with the LaValle <br />Fields PUD and is located immediately east of the proposed apartments. Finale Avenue <br />is proposed to be re -constructed with the apartment project and would allow for <br />expansion of Lions Park and utilization of the land previously dedicated. The developer <br />is also showing a parallel parking lane on the east side of Finale Avenue which could <br />serve visitors to both the apartments and the park. <br />Trails <br />The developer has provided good sidewalk connections throughout the site and out to <br />Finale Avenue. They will also connect to the existing trail near Keystone Place and bring <br />it through the site and out to Finale Avenue near the southwest entry to Lions Park. <br />The design of the trail extension through the Hugo Gardens Apartments requires <br />additional trail easements. The plans currently show the trail straddling the property line <br />adjacent to the existing pond. The applicant will need to obtain an easement for the trail <br />from the senior housing property or redesign the trail to follow the existing easement to <br />the site. <br />The plans show a 10-foot wide bituminous trail. The detail sheet shows an 8-foot wide <br />trail but the trail shall be 9 -foot 4-inches wide in a 10-foot wide easement to match the <br />existing trail. <br />5. STAFF RECOMMENDATION: <br />Staff recommends that the Parks Commission discuss the trail and sidewalk connections <br />and recommend that the necessary trail easements be provided. Staff recommends <br />approval of $87,414 in park dedication with the proposed 84 units of the Hugo Gardens <br />Apartments. <br />ATTACHMENTS: <br />1. Location Map <br />2.
