Minutes Parks, Recreation, and Open Space Commission Meeting of September 16, 2020 Hugo City Hall, 7:00 pm Meeting held remotely pursuant to Minn. Stat. Sec. 13D.021 Present: Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: Cathy Moore-Arcand, Shawn Haag, Staff Present: Shayla Denaway, Parks Planner Debi Close, Secretary Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from the August 19, 2020 Meeting Rauschendorfer made a motion, Strub seconded to approve the minutes of the August 19, 2020 Parks Commission Minuets. Ayes: Roger Clark, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion carried. 2. Goodview Avenue Trail Feasibility Study Candace Amberg, WSB Engineering presented the trail options for the Goodview Avenue trail corridor. The preferred trail layout was identified as an 8' wide trail on the west side of Goodview Avenue, separated from the roadway by a turf boulevard. The plan includes crosswalks at 145th Street to existing walkways, impacts to existing wetlands, culvert extensions, areas where trail easements would be necessary, and impacts to private properties. The pedestrian crossing at the intersection of Goodview Ave N and Egg Lake could be included with future intersection improvement projects. An alternate pedestrian route in lieu of separated trail along Goodview Ave N could be identified as a shared route with signage. The cost estimate for the trail from 145th Street to Geneva is $1,040,288 to $1,342,110. The share the road options is $7,200 to $11,040. The cost estimate for the trail from Geneva to Egg Lake Road is $495,842 to $656,480. Rauschendorfer asked if a pedestrian count had been done. Candace Amberg, WSB informed it hasn't and traffic count is vehicle only no way to count pedestrians. Commission members shared concerned over costs. Page 1 of 3 September 16, 2020
