Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of September 16, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from August 19, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of August 19, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Goodview Avenue Trail Feasibility Study <br />A Feasibility Study of a trail on Goodview Avenue North was authorized at the April 15, 2020 Parks <br />Commission Meeting. A trail between 1451" Street and Egg Lake Road is shown in the Trails Plan. The study <br />included a wetland delineation, which has been completed. The Feasibility Study is partially paid for by a <br />grant through Living Healthy Washington County and the Statewide Health Improvement Program. At the <br />Parks Commission meeting of August 19, 20200 Bailey Krause, with WSB, presented options for the <br />Goodview Trail corridor. After discussion, the Parks Commission asked that a trail on the west side be <br />considered. This option has been further studied and will be presented to the Parks Commission for their <br />consideration. Staff recommends the Commission provide input on the Goodview Avenue Trail and approve <br />the preferred design. <br />THE TRAIL FEASIBILITY STUDY CONCEPTS ARE ATTACHED AS WELL AS THE TRAILS PLAN. <br />Adelaide Landing Future Park Name <br />Construction has progressed on the park and it should be named according to the Park Naming Policy. <br />Residents were asked during the playground selection and notifications to share their ideas for a park name. <br />Staff has complied their input for the Commission. The Parks Commission discussed the name at their August <br />19, 2020 meeting. The City Council received a letter regarding the park name ahead of their September 8, <br />2020 meeting and decided to give the Parks Commission more time in selecting a name. Staff recommends <br />that the Parks Commission select a name for the Future Park in Adelaide Landing. <br />THE PARK NAMING POLICY IS ATTACHED AS WELL AS THE INPUT RECEIVED FROM RESIDENTS. <br />Lions Park Design Development <br />A joint workshop was held with the City Council and Parks Commission on June 29, 2020. At the meeting of <br />July 15, 2020 the Parks Commission approved a revised Master Plan and Feasibility Study. The City Council <br />adopted the Master Plan and approved the Feasibility Study at their July 20, 2020 meeting. <br />Development of the design of the park will take place this fall. At the August 19, 2020 meeting, the Parks <br />Commission approved a proposal from WSB for to design the playground and pavilion site with stakeholder <br />groups. At the meeting of September 8, 2020 the City Council approved a request for proposals for <br />Architectural Services. Staff recommends approval of the proposal from WSB for the Lions Park site design. <br />THE FINAL MASTER PLAN FOR LIONS PARK IS ATTACHED.
