Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of August 18, 2021 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from July 21, 2021 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of July 21, 2021. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Val Jean Park Ice Rink <br />In 2020, neighborhood volunteers built and maintained and ice rink in Val Jean Park which was open for <br />public use. Staff has been in contact with organizers who wish to grade the field are in the park to build a <br />more successful ice rink. Kris Birch and other volunteers will present their proposal. <br />Park Dedication Policy <br />The Parks Commission has included review of the Park Dedication Policy in their 2021 goals. Staff will provide <br />a background on the policy and current statute authority. <br />THE PARK DEDICATION POLICY AND THE AUTHORIZING STATUTE ARE ATTACHED. <br />Park to School Trail Study <br />At the meeting of April 21, 2021, the Parks Commission authorized a feasibility study of the area between <br />Lions Park and the new White Bear Lake Area Elementary School. The study included a wetland delineation <br />and conceptual alignments of trails. Staff will provide an update to the Commission. Engagement with <br />property owners and other stakeholders will happen in the next month and an online survey tool will be <br />launched.
