questions on the shading of the park and play equipment. Staff went through the construction schedule <br />for the multiple City projects within the next year. The Downtown Street Reconstruction project is <br />expected to be complete by November 19, 2021, Lions Park site work will be complete by November 24, <br />2021, Lions Park Pavilion by April 1, 2022, with an expected final complete date of August 8, 2022. <br />Commissioner Schmid stated that the Parks Commission should have a discussion on the name of Lions <br />Park. Parks Planner Denaway responded that the Commission should review the naming policy and <br />continue the discussion with the City Council. <br />Staff presented the financing plan for the Downtown Street Reconstruction and Lions Park. The project <br />is being funded with a combination of City funds and the Park Project fund. The City Council approved a <br />tax abatement district, which allows the City to issue tax abatement bonds to finance the Lions Park <br />project and related improvements. The City Council also approved the sale of 8.38 million in bonds, <br />which is scheduled for the end of August 2021. Chair Clarke stated that he would like the Parks <br />Commission to re -visit the park dedication fee that the City of Hugo charges developers. <br />At the June 21, 2021 City Council meeting, the City Council directed staff to provide details on phase 2 of <br />the playground at Lions Park and approved including phase 2 in the overall project. Staff presented the <br />proposed phase 2 of the playground equipment to the Parks Commission. Phase 2 includes a challenge <br />course for ages 13 plus and an accessible equipment. Council directed the Parks Commission to discuss <br />the surfacing of the second phase of the playground and vote on turf versus pour -in -place surfacing. The <br />Parks Commission discussed the advantages and disadvantages for each option. <br />Schmid made a motion, Moore-Arcand seconded, to approve the turf surfacing for phase 2 of the Lions <br />Park playground features. <br />All ayes. Motion carried. <br />Staff continued with an update on the security system proposed for the Lions Park Pavilion, which has <br />been approved by the City Council. The Parks Commission discussed the technology and AV equipment <br />that will be offered in the new Lions Park Pavilion <br />4. New Business <br />Staff added an agenda item to the meeting. The City has received a request to install a stop sign at each <br />exit of Hanifl Fields. The Parks Commission discussed the request <br />Schmid made a motion, St. Pierre seconded, to add two stop signs in the exits of the Hanfil parking lot. <br />All ayes. Motion carried. <br />S.
