Minutes <br />Parks, Recreation, and Open Space Commission <br />Meeting of January 20, 2021 <br />Hugo City Hall, 7:00 pm <br />Meeting held remotely pursuant to Minn. Stat. Sec. 13D.021 <br />Present: Cathy Moore-Arcand (acting Chair), Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub <br />(via phone only), Ranell Tennyson. (There is a vacancy on the Commission.) <br />Staff Present: Scott Anderson Public Works Director <br />Shayla Denaway, Parks Planner <br />Debi Close, Secretary <br />Moore-Arcand called the meeting to order at 7:04 pm. <br />1. Approval of Minutes from the December 16, 2020 Meeting <br />Tennyson made a motion, Clarke seconded to approve the minutes of the December November 18, 2020 <br />Parks Commission meeting. <br />Ayes: Cathy Moore-Arcand, Roger Clarke, Nicole Schmid, Dave Strub, Ranell Tennyson <br />Abstained: Mat Rauschendorfer <br />Motion approved. <br />2. Lions Park Design <br />Matt Lynse and Liz Gutzman with HCM Architects presented the developed design for the park site, <br />playground and pavilion. Three committees helped determine proposed designs. <br />The pavilion design package included a building with a large gathering space, server, meeting rooms, storage <br />area, adjacent picnic shelter, and indoor and outdoor restrooms. The material types and color palettes were <br />shown for the interior and exterior surfaces. Renderings where also presented. <br />Schmid asked about the windows and their insulation as well as the roof's ability to handle snow. Lysne <br />answered the questions. <br />Rauschendorfer asked why the exterior color and contemporary prairie style were choose when they are not <br />in the same schematic of the City Hall building. Lysne recapped the committee's discussions and process. <br />Denaway shared that the committee wanted to take Hugo in a new direction and not design a building that <br />would blend into the background. <br />Page 1 of 3 <br />Parks Commission Minutes <br />January 20, 2021 <br />
