Background
Parks, Recreation, and Open Space Commission
Meeting of January 20, 2021
Hugo City Hall, 7:00 pm
Approve Minutes from December 16, 2020 Meeting
Staff recommends approval of the minutes of the Parks Commission meeting of December 16, 2020.
PLEASE SEE THE ATTACHED MINUTES.
Lions Park Design
A joint workshop was held with the City Council and Parks Commission on June 29, 2020. At the meeting of
July 15, 2020 the Parks Commission approved a revised Master Plan and Feasibility Study. The City Council
adopted the Master Plan and approved the Feasibility Study at their July 20, 2020 meeting. At the October 5,
2020 meeting, the City Council approved agreements with WSB and HCM Architects to draft schematic
designs. At the meeting of October 19, 2020 the City Council appointed stakeholders to the park site,
pavilion and playground stakeholder committees. Each of the committees met at least three times to share
their input and refine the design of Lions Park. It is anticipated that the playground committee will have a
fourth meeting to further refine their equipment preferences.
Candace Amberg with WSB and Associates as well as Matt Lynse and Liz Gutzman with HCM Architects will
present the developed designs for the park site, playground, and pavilion as well as preliminary cost
estimates. Staff recommends that the Parks Commission provide input on the designs and recommend
review and approval by the City Council.
Denaway will present proposals from HCM and WSB for the next phase of design- the preparation of
construction documents. This process is expected to take place February thru April. Additional committee
meetings are not anticipated, but input will be gathered at Parks Commission meetings as the final plans are
drafted. Staff recommends approval of the proposals and authorization of the preparation of construction
documents for Lions Park.
ATTACHMENTS INCLUDE THE SITE MASTER PLAN AND ENLARGEMENTS, PLAYGROUND EQUIPMENT OPTIONS, PAVILION: DESIGN
DEVELOPMENT DRAWINGS, RENDERINGS, MATERIAL BOARDS, AND PRELIMINARY BUDGET.
THE PARKS PLAN CAN BE FOUND AT: https://www.ci.hugo.mn.us/2040compplan
Page 2 of 2
Parks Commission Agenda
January 20, 2021
