• The Parks Capital Improvement Plan and Parks, Trails, and Open Space Plan <br />guide how the Special Park Fund shall be used. <br />• The sliding scale of land and per unit fee allows park dedication to be charged <br />based on the fair market value of the unplatted land. Developments of a similar <br />land use and property value are charged park dedication similarly. <br />• There shall be a nexus between park dedication collected and the need generated <br />by the development <br />7. PARKS COMMISSION DISCUSSION: <br />At their meeting of October 20, 2021, The Parks Commission reviewed a comparison of <br />fees among cities with similar populations and cities with similar growth rates. They also <br />looked at the amount of park dedication (fee and land) that has been received with recent <br />developments. Lastly, they looked at the developable acres and park needs outlined in <br />the Comprehensive Plan. <br />The Parks Commission discussed that the fee should be increased by $1,000, effective in <br />2022. The following points were discussed that led to their recommendation: <br />• Developments should pay for the need for new parks they generate in the Hugo <br />parks system <br />• The fee has not changed since 2005 <br />• Costs of park construction have increased <br />• Property values in Hugo have increased <br />• Costs of purchasing park land have increased <br />• Costs of residential construction have increased resulting in increased home prices <br />• An increase in park dedication would also be passed on to residents <br />• Residential growth continues at the increased home price <br />• The proposed increase would put Hugo's fee in line with cities of a similar <br />population <br />• The proposed increase would put Hugo's fee just below average compared to <br />cities of a similar growth rate <br />8. RECOMMENDATION: <br />The Parks Commission recommends that the City Council increase the park dedication <br />fee to $3,400 with the 2022 fee schedule. The new fee will not be retroactive and will not <br />apply to existing lots of record or to property that is subject to a development agreement <br />approved prior to January 1, 2022. <br />-5- <br />Park Dedication Fee <br />November 15, 2021 <br />
