Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of November 17, 2021 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from October 13, 2021 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of October 13, 2021. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Hardwood Creek Regional Trail Feasibility Study <br />Connor Schaefer, Washington County Public Works Planner, will present the preliminary concepts for an <br />extension of the Hardwood Creek Trail. The Hardwood Creek Regional Trail was master planned by <br />Washington County in 2013. In 2014, an extension between 140th Street and 145th Street was constructed. <br />The City trail on Fenway Boulevard was identified as an alternate route. In 2015, signage and beautification <br />was added to the trail corridor. In 2016, the trail was identified as part of US Bike Route 41 which extends <br />from St. Paul to Grand Portage State Park (at the Canadian border). In 2017, a kiosk was constructed at Hugo <br />City Hall to serve trail users. <br />In 2019, the City of Hugo studied the feasibility of the alternates and extension of the Hardwood Creek Trail <br />which initiated a partnership with Washington County and Wilson Tool. Concepts for a trail on the north side <br />of 130th Street were reviewed. Construction of a trail on 130th Street will likely happen with a street <br />reconstruction project in the near future. <br />Washington County has hired Alliant to study the feasibility of extending the Hardwood Creek Regional Trail <br />from 1301h Street to Hugo's southern border of 1201h Street. Wilson Tool participated in the study. The trail <br />concepts will be presented to the Commission and public engagement will be kicking off. <br />THE PRELIMINARY CONCEPTS (IN THREE SEGMENTS) ARE ATTACHED. THE HCRT MASTER PLAN CAN BE FOUND HERE: <br />https://www.co.washington.mn.us/2807/Master-Plan-Documents <br />Park Dedication Policy <br />The Parks Commission reviewed the Park Dedication Policy at their meeting of September 15, 2021 and <br />recommended no changes. The Commission directed staff to research the fee in comparison to other cities, <br />the total fees collected, and the park system needs outlined in the comprehensive plan. The City Council <br />authorized evaluation of the fee at their September 20, 2021 meeting. At the meeting of October 13, 2021, <br />the Commission discussed the fee research and recommended that the City Council increase the park <br />dedication fee to $3,400 per residential unit. The City Council will consider the recommendation at their <br />meeting of November 15, 2021.
